The ILS business areas are in Naval Ships and FMS air and land systems. The C4I product line aims at both military and commercial customers, domestic and global.
Advanced Technology Systems Company (ATSC) is seeking a mid-level Contracts Manager with 10 years experience to perform  a full range of contractual responsibilities ranging from proposal development to contract closeout as well as subcontract and procurement management. 
The ideal candidate must be able to manage internal and external contractual relationships, analysis, and the communication of contractual risks; as well as perform research to address contract specific questions in order to develop contracts pricing for estimates-to-completion.
The Contract Manager will also provide day-to-day support to the program management, business development and finance departments.
Duties & Responsibilities
  • Provides leadership and mentorship to the Contracts Administrator
  • Review and negotiate contracts, task orders and modifications
  • Ability to perform cradle-to-grave federal contracts administration with all contract types (FFP, T&M, Cost Reimbursable, IDIQ)
  • Participate in pre-proposal activities to include solicitation review, developing internal analysis,
  • Draft and review teaming, nondisclosure consulting, and reseller agreements,
  • Analyze significant and/or unique contract requirements, special provisions, terms and conditions to ensure compliance
  • Monitor the company’s performance on contracts on an ongoing basis to ensure conformance to original proposal and contractual terms and conditions
  • Record and disseminate information regarding contract modifications, deviations, negotiations, and completion or termination
  • Participate in kick-off meetings
  • Prepare contract briefs, provide contract status, update databases and maintain paper and electronic contract files
  • Create, maintain and distribute monthly contract reports in a timely manner
  • Review, prepare and submit closeout packages as required
  • Proven experience with FMS and International contracting
  • Experience in cost price analysis of subcontractor proposals and vendor quotes
  • Highly organized with attention to detail and time management
  • Experience with researching, interpreting and resolving Federal Acquisition Regulation (FAR) related contractual issues
  • Ability to draft moderate to complex, non-routine contractual instruments
  • Knowledge of contracting concepts and applicable acquisition laws and regulations
  • Thorough and in-depth knowledge of Federal Acquisition Regulation and the Department of Defense supplement to the FAR (DFARS)
  • Experience with the analysis of complex agreements
  • Experience assisting with cost proposals  and proficiency with the Microsoft Office suite of products
  • Able to use independent judgment and creativity
  • Must be able to interact with project managers and all levels of corporate management
  • Excellent presentation and strong communication skills, both internal and external to the company
  • Bachelor's degree in business administration, finance, related field or equivalent number of years of hands on contract experience
  • Familiarity with WAWF, and CFCM is a plus.
  • Experience with FMS and International contracting

  • Must be able to interact with project managers and all levels of corporate management.
    Preferred Qualifications
  • Ability to obtain Secret or higher clearance
  • NCMA Certificate
  • DOD DAWIA LEVEL II OR III in Contracting.
  • Around 10% primarily local in the DMV area during the business day, although some-out of area and overnight travel may be expected
