The Proposal Manager will play a strong role in shaping the image and reputation of the company; creatively presenting complex solutions in written and oral proposals for Department of Defense and other customers. This position leads all proposal activity, which includes developing win themes, proposal schedules, setting up proposal materials, maintaining electronic documentation and storyboards, managing proposal drafts and graphics, securing all necessary approvals for proposal submissions and contractual documentation while ensuring that standard company procedures are followed.  This position also includes responsibilities assisting in the administration of contracts.
  • Must possess a minimum of 6-8 years of experience in a professional work environment, with a strong preference for writing and preparing winning  proposals for government and/or commercial customers.
  • Extensive experience in writing federal technical and management proposals submitted to government agencies.
  • Experience with, proofreading, and editing technical and management documents.
  • Motivation, managing time and multi-tasking is required.
  • Excellent communication skills; position requires interaction with diverse groups inside and outside of the organization.
  • Experience with gathering information for use as substantive content in proposals.
  • Must have the ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. 
  • Must have the ability to read, analyze, and interpret requests for proposals or quotes, technical procedures, or governmental regulations.
  • Must have a clear understanding of the subject matter. 
  • The ability to present information effectively to senior management.
  • Experience working with Department of Defense contracts.
  • Exceptionally proficient in Word, Adobe Acrobat and Excel.
  • Possess sound business acumen and judgment.
  • Knowledge of FAR/DFAR regulations.
  • Must be able to obtain and maintain a Government security clearance
  • Lead, coordinate, write, and work all components/information and material required of proposal efforts.
  • Provide responses to Requests for Proposals (RFPs) and Requests for Information (RFIs).
  • Analyze RFP requirements; identify gaps and inconsistencies; utilize resources to seek clarification.
  • Recommend changes in scope, format and content, restructuring, and rewriting, as required.
  • Collaborate with management team to develop past performance proposal strategy, solutions, and themes that support the win strategy.
  • Develop storyboards that present solution concepts.
  • Describe clear, measurable benefits to highlight how performance on similar contracts will produce results for the customer.
  • Track identified opportunities through use of the Internet, Government and commercial publications, and/or professional contacts. (i.e. Fedbizops, GSA, DLA)
  • Organize and facilitate proposal kickoffs, meetings, review sessions, etc., and take master notes.
  • Plan and coordinate with business development and subject matter expert team members in order to develop and customize competitive, responsive and compliant proposal sections.
  • Track proposals and gather the requirements to ensure the proposal meets all guidelines and deadline for submission.
  • Prepare the past performance, graphics, and editing of all proposal submissions.
  • Manage production and distribution of documents.
  • Maintain a proposal tracking database in a clean and orderly manner, so files are easily located by management.
  • Other administrative contracts and proposal activities as required.
