Summary

The Proposal Technical Manager creatively presents complex solutions in written and oral proposals for the Department of Defense. The Proposal Technical Manager manages, coordinates and writes all engineering and technical components/information and material required of company proposal efforts. May supervise other proposal team members.

Qualifications
  • Bachelor’s degree in English, Writing, Communications, Marketing, Business, or Engineering is preferred
  • 4-6 years of hands-on experience in proposal or content writing
  • Solid technical, analytical, and problem-solving skills required
  • Experience with developing materials for technical and management proposals submitted to government agencies preferred  
  • Experience with gathering information from subjects for use as substantive content in proposals
  • Excellent time management skills with the ability to prioritize
  • Excellent oral and written communication skills: editing, grammar, style, spelling, punctuation, proofreading skills, etc
  • Demonstrated ability to think strategically and independently
  • Must have experience giving presentations to large groups of people
  • Must be proficient in word processing software and tools
  • Detail oriented with strong follow through and organizational skills
  • Self-motivated individual who can meet the challenges of an intensive environment
  • Able to multi-task and accept and adapt to change quickly
  • Must be able to obtain and maintain a Government security clearance
 
Responsibilities
  • Organize material and write proposal technical inputs to meet RFP specifications
  • Analyze RFP requirements: identify gaps and inconsistencies, craft questions seeking clarification
  • Collaborate with management team to develop past performance proposal strategy, solutions, and themes that support the win strategy
  • Describe clear, measurable benefits to highlight how our performance on similar contracts will produce results for our customer
  • Edit material for structure, accuracy, organizational consistency, and appropriateness of content
  • Recommend changes in scope, format and content, restructuring, and rewriting, as required
  • Conduct research as necessary
  • Other duties, as assigned

  • May occasionally be required to lift moderately heavy objects (up to 25 pounds) during the course of the workday
